The army just redesigned the Interceptor OTV. Why are we not using Pinnacle's Dragon Skin?

I've read articles and seen it in action on Mail Call and FutureWeapons. It is lighter, less restrictive, less rigid, and seems to be just as good as the OTV. What's the deal? The only questionable thing I noticed was that the Pinnacle boys seemed reluctant to let someone shoot at the vest from 200m. Real soldiers know that 200m is where you find maximum of lead on target. Anyone know better?
