What can i do about this guy making noise at 2am, almost every morning?

Seems if your neighbours are choosing to do nothing about this (you own relationship with them has no bearing on this), either the noise is not actually so loud or else you are the only one sensitive to the noise. He is parking two doors down from you. It is the people living in the house he parks outside that should be complaining
